Any thoughts on whether this is Environmental or Food allergy?

My 9 months old bull terrier has issue with reddish/swollen paws (the whole paws are red and not just between the toes.) for the past 2 months. He sometimes seem itchy and lick but not too often. You can see pics for reference. https://imgur.com/a/3vG7uos
A while ago, our vet said he had yeast infection so we gave him weekly medicated bath and medication pills to treat yeast.
Fast forward to last week, he didn't seem to get better - more hairloss, some dark spots, and his lips start getting red (he doesn't seem bother by it). So I suspect that it could be Environmental or Food allergy. What do you guys think? am I missing something?
What I'm doing
- Diet: Switched him to low ingredients high quality kibbles (gluten-free lamb without potato) , also add small amount of salmon oil and virgin coconut oil
- Start to not let him go on grass. Change his clean blanket frequently.

I'm doing research on this, and so far I've heard that blood test is not that accurate. Still looking to see if skin test is available in Thailand where I'm located.

It’s not an extensive test but it was a good start and affordable for me. I only did it in Moose and I keep both boys on the same diet. I still have issues but nothing like before. They can walk play and be dogs.
