Sadly, in this situation there's no standard procedure to tell you, not THE one correct advice to give you.
Your doctor has probably already told you that your dog is most likely having an allergic reaction. It could be anything from environment or parasites to nutrition.
In order to stop this cycle (itch > medication > itch > medication ...) you need to find out what your dog is reacting to and try to avoid it or this will never stop and likely even get worse over time.
I don't know about the options for allergy testing in your area but you can also do a lot besides that.
Watch your dog closely, WHEN does she lick most?
Once she was outside or on other occasions ... after she has eaten certain treats etc. ...
Depending on what you figure out as suspects you can wash her feet after being outside, switch food to one in which the suspected trigger is absent if you think it's a food allergy or wash her stuff with hypoallergenic detergent.
It is usually quite a journey to find the trigger.
But, again, THAT is your goal if you really want to help your girl.
You can as well go on with the repeated medication. But that will take a toll on the health of your dog and maybe shorten her life span.
If you feel like your current vet is not giving you sufficient advice and information try switching, too.

GOOD LUCK!
• Hi, we had a similar issue. My guess was a grass allergy.
Last year, my wife tried some Athletes foot powder (Daktarin) on our bully.
She used it 2-3 times a day between his toes.
It is anti fungal, stops the itch, keeps the area dry and allows it to heal.
We now use it daily to stop any reoccurrence.... It works for us.
Good luck.
• during summer Mackenzie has issues with her paws so I soak them every evening in iodine mixed with water ... works for us. This past year I put her on Nuvet supplements to help build her immune system hopefully that helps as well.

Any word on if the supplements have helped? My one year old, Kenzie, has been having ongoing issues with her front paws. Actually it is mostly her right paw. Vet gave us allergy meds and steroids, didn’t seem to help. Went back and they told me anxiety/OCD. I’ve tried soaking in baking soda water which seems to give her some relief, but I really want to fix it for her because it seems to drive her nuts. I thought maybe yeast or something because of rust color between her toes, but there isn’t an odor. She’s been on the same food since 8 weeks old. Never noticed an issue before but maybe it could be that? I know bullies have allergy issues but there’s got to be a wash or lotion that can help. She digs and scratches furniture and carpet trying to make it stop. Licks and chews at times also. When she’s distracted it doesn’t seem to bother her as much. I hate it for her and want to help her. I posted some pics that aren’t great but you may get the idea. She has no other skin issues anywhere else on her body.

• That looks really uncomfortable. Yes to the Nuvet to build her immune system and you should try the iodine and water soak .I would soak Mackenzies paws a couple time a day . You could also mix it in a spray bottle and spry her paws.

You really need to quit with all the prescription drugs and medications. The only thing those will do is mask the problem and actually weaken the immune system which will only make matters worse.

I definitely do not think the prescriptions are the answer that is why I’m desperate for a resolution. Thank you so much, I will try these right away!
• So this just popped up yesterday, we only noticed because he was gnawing on it when he was laying down. It was swollen and red and today it looks like this. I havent changed anything in his diet and am freaking out. I'm keeping it clean and washing it. It doesn't seem to bother him and he will let me touch it. But when he is in his crate he won't leave it alone! :'(

Just wanted to update that after multiple opinions, I found a vet that has changed everything for us! She thinks Kenzie has a chicken allergy. She switched us to salmon and gave us some wipes and her feet look amazing! They seem to be cleared up and I am so happy.
