As the title suggests, are these two pictures normal. He is a male dog.

Not a lot of information here.

Have the nipples ALWAYS looked like that or did they change recently?
Do ALL of them look the same or is it only the one?
Does the dog show any signs of discomfort?

To me the nipple looks a little odd, and not "normal", admittedly. But I've only owned a handful of dogs in my life so far. So, what do I know.
There's more information necessary in order to get to some conclusions.

He doesn't show any discomfort. I'd say about a month, or at least that's when I noticed. The opposite one is the same but the rest are normal.

It's not rare to see a male or female dog with one or two enlarged nipples. Many things can cause it. Most popular would be scratching causing the nipple to swell. Sometimes the swelling can be permanent too.
The nipple on your Bullie doesn't appear to be infected or show any signs of serious concern. You could always ask your Vet to look at it during your next visit just to rule out things like testicular cancer which have symptoms that include enlarged nipples. But if your dog isn't in any pain or discomfort, has no fever, appetite is normal, etc I really don't think you have anything to worry about.

I've seen dogs with calluses on their nipples because of how they like to lie down, rub their bellies on the carpet etc --quite similar to what your dog has. Another possibility to consider is a skin tag, which is a harmless wart like growth that can pretty much grow anywhere on the body. But, since 2 nipples are affected I'm leaning more towards the calluses. Still, it's best to get things checked by a professional to be 100% sure.
