Within every country you'll have what's known as a National Canine Registry. In America it's the American Kennel Club (AKC). The National Kennel Clubs all work in harmony with each other in regard to Breed Standards and similar rules and policies. Some are lot more strict than others which is a good thing because it keeps breeders honest and helps maintain the future integrity of the breed. National Kennel clubs like AKC keep good records on all registered dogs as well as the breeders themselves. They make periodic inspections and mandate DNA testings on Studs that have recorded 3 or more breedings. In the event disparities are found breeders can be banned, dogs can become unregistered, and entire litters can be voided of their registrations. Often when things like this happen or when corruption has been noted within a certain breeder this individual may wish to continue breeding and seek an alternate canine registry which obviously would not be held to the same reputation and merit as the National Registry.
In America alone there are many alternate canine registries. Many of them would be happy to register any litter from whatever breeder provided them a few dollars. I think some of them may very register a duck and call it a Bull Terrier if you were to give them $20. Each Kennel Club has their own Breed Standards as well as rules and policies. You'll find that many of these fly by night registries are as lenient as they come which makes it easy to receive paperwork on almost any dog in order to acquire papers depicting the dog to be "Pure Bred." Some of these Kennel Clubs may only ask that you send in a couple photos of your dog so they can validate that it resembles the breed of dog you are wanting to register. Whether or not authentic photos of the correct dog are submitted might be questionable but these registries are not in the business to be very picky as their intent is more for financial gain than anything else.
Due to the reputation of these type of registries puppies registered through them normally do not have the same value, respect, and confidence as a puppy registered under a National Canine Registry.
90% of conformation events, agility, and other competitive canine events are hosted by National Registries which require the dogs to be registered through them.
The ABKC that you mentioned is actually a Canine Registry that many American Pit Bull Terrier owners use since the AKC does not recognize the APBT's as a pure breed dog. The ABKC also allows the "Pocket Bulls," "American Bulls," and many other "Bully" breeds which seem to be popping up around the nation as they are crossbred at a cyclic rate.
