Bull Terrier puppy is almost almost 13 weeks old, and is way to small. Is she even pure bred?

We got her about a month ago, and we thought she was small then. She was 4.5 pounds at 8 weeks. Now, at 12 weeks, she is a little under 10 pounds. We are taking her to the vet in a few days, but I am just wondering what is going on. This is my second bully, and it just doesn't seem right. She is very skinny too, and we feed her enough food. Her belly is even kind of chubby, she just doesn't have the thick muscle mass of a bully. When we got her, she had really bad worms. Could that have had something to do with her development? Or, is it possible that she isn't a pure bred bully? Thanks for your time.

Maybe she wasn't 8 weeks when you got her ? What did the vet say about her age ?
