It appears as though he may have snagged it on something where it became a little irritated and swollen. It doesn't appear like an injury that won't go away in a few days on its own.

That happened to my Corgi a long time ago, I took him to the vet and they recommend removing it, because he was a physically active dog and it will snag on something. So that's what I did and no more problems after that.
