My ebt cries crazy when excited, help!

Hello, ive recently added my new ebt to my family, he is 1 year and 6 months, ive had him for 3 months now, love him. Thing is when he sees other dogs, he does this crazy cry, almost like hes in pain, and its only when he sees other dogs. I took him to the vet and says hes healthy 100 percent. Does anyone have any advice how i can change this? This problem has refrain me from taking him out to areas with other dogs.. thankyou.

Are you sure he's crying or just making noises in attempt to communicate with you? Bull Terriers certainly try their best to talk.

Do you think he is "crying" from excitement?

Or do you suspect anything going on in terms of fear or dominance/ aggression?

Why exactly did you start to avoid other dogs? A little more background would be helpful.
