Deaf Bull Terrier training/overly aggresiveness towards other dogs

My dog Tuco is 7 months old and he is completely deaf. I knew Tuco was deaf from day one and I gladly accepted the challenge of training him and raising him to be a great dog. I have managed to house train Tuco, as well as teach him several other commands using sign language. I brought Tuco at 2 months old to a home of 3 other chihuahuas and has grown up with them ever since. He loves the other dogs and plays with them all day long. However, it is unfamiliar dogs that Tuco is extremely aggressive towards. Tuco can't see a dog on the street because he'll go crazy. A person at a dog park recommended a muzzle to let Tuco warm up to other dogs and that will eventually teach him to behave around other dogs. I've also read about using electric collars for such training. Any suggestions, tips, or advice for training Tuco to be a friendly dog towards other dogs?

    I have never used them, but I have seen people suggest the use of electric collars for deaf dogs so they can have some sort of sensory signal from you. He won't always be able to see you for sign language, so it might be a good tool. Tuco might be struggling with his deafness as he won't receive the same cues from dogs if he could hear, so I'm not sure things can be treated exactly the same. I feel like a muzzle would only prevent bites, not fix aggression. Hmm. I hope someone can chime in and give you some advice at least on electric collars.
